Cypriot E-Invoicing Compliance
Cyprus transposed EU Directive 2014/55/EU through the law of 26 June 2019, and public bodies can receive and process EN 16931 e-invoices (central since 18 April 2019, sub-central since 18 April 2020) over PEPPOL. Issuing e-invoices to the public sector is currently voluntary for suppliers, and as of 2026 there is no general B2B or B2C e-invoicing mandate; the Ministry of Finance has signalled it intends to move toward one. What EncryptInvoice does:
- PEPPOL Access Point connectivity for Cypriot B2G (4-corner model)
- PEPPOL BIS Billing 3.0 / UBL 2.1 (EN 16931) invoice format
- VAT format (CY + 8 digits and a check letter) + VIES pre-checks (users confirm Tax Department records)
- PEPPOL for cross-border European trade

Frequently Asked Questions
Is e-invoicing mandatory in Cyprus?
For the public sector (B2G), Cypriot public bodies must be able to receive and process EN 16931 e-invoices, but issuing them is currently voluntary for suppliers. As of 2026 there is no general B2B or B2C e-invoicing mandate, though the Ministry of Finance has indicated it intends to move toward one. Please confirm your own obligations.
Can EncryptInvoice send e-invoices to Cypriot public bodies?
Yes. Cyprus is an OpenPeppol member and follows the PEPPOL BIS Billing 3.0 CIUS. EncryptInvoice generates EN 16931 PEPPOL BIS 3.0 e-invoices and sends them through our provider's certified PEPPOL access point, so you can reach public-sector recipients that accept them.
How does Cypriot VAT validation work?
We run VAT format checks (CY followed by eight digits and a single check letter) and EU VIES pre-checks to flag issues before you send. Please confirm official records with the Cyprus Tax Department for accuracy.
Can I invoice clients in other EU countries?
Yes! Through PEPPOL, you can send e-invoices to 17 countries. Cross-border format conversion is handled automatically.
